Abstract
WISE DIVANS IN THE CONTEXT OF HUMAN DEVELOPMENT
In Turkey, institutional structures such as the "Yaran Organization," "Seymenlik," and "Arifane Divans," which are described as "Solidarity, Cooperation, and Education Institutions," have mostly been associated with "Ahilik," as if they were its continuation or a sub-branch. However, the origins of these organizations date back to before Ahilik. Indeed, it is evident that the ancient Turks had institutional structures called "Kamlık," Toy and/or "Kurultay," which were "State Councils," and "Kengeş." Thus, we believe that the origins of the institutions mentioned above, such as the "Yaran Organization," "Seymenlik," and "Arifane Divans," lie in structures called "Toy, Kurultay, Tirnek, Dernek, Kengeş." Although the institutional structures we have mentioned initially had an official identity and functioned within the "State" organization, we believe that over time they evolved into organizations formed by the people themselves, outside of official authority. Based on their structures and functioning, these organizations as "Tradition-Based Informal Educational Institutions" that strengthen social solidarity and cooperation, enable members to learn their own culture through "socialization," socialize by adopting important elements such as language, beliefs, and behavioral patterns, and thus ensure the continuity of cultural values by passing them down from generation to generation. This study discusses the contribution of "Arifane Divans" to human development, referring to institutional structures such as the "Yaran Organization" and "Seymenlik."
